If you want to use CeVIO in your computer, you just need to:
  1. Control Panel
  2. Clock, Language and Region
  3. Region
  4. Formats
  5. Format: Japanese (Japan)

Okay, so I changed the format, and I can enter text just fine, and that was never really my problem. My problem is that her voice is all choppy sounding and i can't really figure out why... :\

It might be my sound card; can you help?
Whenever I click play to hear her voice, it's *only* her voice that's extremely laggy and choppy (but the program and the rest of my computer is fine)

As you say it may have been the sound card. If you have configured as it says, CeVIO should work.
